Visted Axamer in late Feb 2012. Stayed at Gotzens which was very quiet and the bus link to Axamer, although not too long, 15 mins or so, was a little hit and miss whilst we were there. Skiing is fine for intermediates, and there is good off-piste opportunity if the snow conditions are right, which they were when we were there.
The lift system shows it's age, and has not been improved much since they held the Olympics in 1976, but on the plus side there were very few queues. Prices are very good for on mountain and if you want a day off the slopes, Innsbruck and its fabulous Old Town is only 10 mins away.
There is talk of lift improvements, which will make a huge difference, especially if they go ahead with the link from Mutereralm to Axamer, at present you can only ski from Axamer to Mutters, not the other way. But the ski back and the final red into Gotzens going back is to be recommended.
If you're staying in Gotzens, my tip would be to get the bus to the GotzenerBahn gondola, take this up and ski down into Muttereralm, then get the bus from the bottom of this run to Axamer - you'll miss any rush, minimise walking, and have a guaranteed seat on the bus to Axamer.
